Angelika has proudly worked for Sutter Health since 2004 and is a Community Health Manager for the External Affairs department in the Greater Sacramento Market, where she is responsible for managing community partnerships in Yolo, Amador, Yuba, and Sutter counties.

 

Her previous work experience includes managing Sutter Health Valley Area’s sponsorship process, employee volunteer campaigns, community benefit reporting and budgets. In her current role, Angelika helps implement and manage multiple community benefit programs, some of which have been adopted as best practices across Sutter’s footprint, such as the award-winning children wellness program, Fit Quest. In addition, she has fostered the growth of many community partnerships and created strategic investments designed to address priority health needs for vulnerable populations, including lack of access to primary, preventive, and mental health care for the underserved, food insecurity, issues related to homelessness, and gaps in wellness and education for children and families.

 

Currently, Angelika is a board member of Yolo County Children’s Alliance and Yuba Sutter Healthcare Council. In 2014 she was awarded a lifetime membership to the Inspire Giving Committee in recognition of her commitment to serving the community. She is also an active participant in various healthcare collaboratives across Yuba, Sutter, Yolo and Amador counties.

 

She earned her Bachelor’s of Business Administration degree from University of Phoenix and is a 2014 Graduate of Leadership Sacramento.

Kayla Rodriguez

Secretary

Kayla Rodriguez has proudly worked in the Solid Waste Industry for the last 10 years and joined Recology in 2023, as the Government Affairs and Community Relations Manager. She has served the Yolo County and Greater Sacramento Region for the last 8 years building relationships and strengthening community partnerships.

 

Her previous work experience includes managing franchise agreements with several different municipalities across the region, negotiating contracts, implementing waste recovery programs, and ensuring State and Local compliance. In her current role, Kayla focuses on building and maintaining relationships with influential leaders across the region, creating partnerships with non-profits and other organizations in the communities, and developing strategic business initiatives for her organization.

 

Currently, Kayla is a board member of Yolo County Children’s Alliance, Winters Chamber of Commerce and Woodland Chamber of Commerce. She proudly served as the Board Chair of the West Sacramento Chamber of Commerce in 2022, and Board President of the Woodland Chamber of Commerce in 2023.  She also is a proud Rotarian of the West Sacramento Mighty Rotary Club, as well as the Luna Vista Rotary in Woodland.

 

She earned her Bachelor of Marketing degree from Sacramento State University and is a 2022 Graduate of Leadership Sacramento.

Delia Estrada

Board Member

Delia Estrada is the California Region Manager, Community Impact for Comcast NBCUniversal. In her role, she manages programs and partnerships for the cable division that uplift diverse communities and advance digital equity across Northern California. Prior to joining Comcast, she held similar positions with the Sacramento River Cats, Volunteers of America, Sutter Health, and Golden 1 Credit Union. She has more than 15 years’ experience in partnership development and marketing, philanthropy, employee engagement and volunteerism, and communications. Delia is the proud daughter of hardworking parents – a father who served in the U.S. Navy and U.S. Postal Service and a mother who worked for a manufacturing company. As the first person to graduate from a 4-year university in her family, who experienced a myriad of social and financial barriers along the way, she is passionate about causes that support access to education, programs that address food insecurity and basic needs, and initiatives that honor and support the military community. She is a graduate of Leadership Sacramento and serves on a few nonprofit boards and committees in the Sacramento Region. She enjoys spending time with her family, going to cultural events and live music, and cheering for the SF Niners, SF Giants, and Sacramento Kings! 

Woodland Memorial Hospital

Dr. Ashley Sens

BOARD MEMBER

Dr. Ashley Sens currently serves as the Chief Medical Officer at Woodland Memorial Hospital in Woodland, California, a position she has held since July 2021. Dr. Sens is deeply committed to the values of optimism, accountability, collaboration, justice, and equity, which guide her approach to leading in healthcare delivery systems. Dr. Sens earned her Bachelor’s degree from Emory University and her Doctor of Medicine degree from the University of Iowa. Dr. Sens’ professional journey encompasses diverse roles, including Chief Medical Officer at Woodland Clinic Medical Group, pediatrician, and pediatric hospitalist. In her current role, Dr. Sens oversees various aspects of healthcare delivery, including quality performance, patient safety and managed care utilization. She also serves as a liaison with ambulatory partners, reflecting her commitment to integrated and comprehensive care delivery.

Sergey Terebkov

Board Member

Sergey Terebkov and his family immigrated from Russia to the United States in 1996. Sergey’s educational and professional background is in non-profit management, small business, community engagement and public relations. Mr. Terebkov is currently serving as a member of Placer County Board of Education, representing Trustee Area 1. He is currently working as a Director of Parent, School and Governmental Relations at Gateway Community Charters, charter school’s management organization with 10 schools and 5600 students located in the Greater Sacramento Area. Following his passion to help the Slavic-American Community, Sergey with his colleagues, founded Slavic American Chamber of Commerce in 2009, a nonprofit organization that assisted many small business owners on their road to success.

 

Mr. Terebkov received number of community leadership and professional recognition awards from the US Congress, California State Legislature, Sacramento City Council, Yolo County Board of Supervisors, Sacramento Association of Realtors and various other organizations. In addition to PCOE Board, Sergey is serving as President of the Slavic American Chamber of Commerce, and member of the Business Advisory Council at Sacramento Municipal Utility District (SMUD). In the past, he served on the City of Roseville’s Transportation Commission, Sacramento County Sheriff Business Advisory Board, UC Davis Health System Community Advisory Board, Sacramento Metro Chamber Board and several other non-profit boards.

 

Since 2004, Sergey and his wife Natasha reside in Roseville CA with their two children.

Partnership HealthPlan of California

Amy Turnipseed

Board Member

Amy Turnipseed is Chief Strategy & Government Affairs Officer at Partnership HealthPlan of California. Amy is responsible for the operations and executive management of the following departments: Regulatory Affairs and Compliance (RAC); Grievance and Appeals; Communications; Legal; Provider Relations; and Operational Excellence/Project Management Office. She also serves as compliance officer, and presents to the Board of Commissioners on compliance issues, including maintenance of the health plan’s compliance plan and annual risk analysis.

 

Before joining Partnership, Amy was a senior consultant at Harbage Consulting, where she served as project manager for California’s Coordinated Care Initiative. In this capacity, she supported policy development and execution, and facilitated meetings with state department leaders, advocates and consumers.

 

Amy received a master’s in public administration from the University of Southern California, with an emphasis in political management. She has a bachelor’s degree in history and political science from Gonzaga University.
